For the sustainable development and manag ement of fisheries resources along

the kerala coast, Govt of Kerala have enacted an Act -Kerala Marine Fishing

Regulation Act (KMFRA). As per this, every fishing vessel operating along the

Kerala coast should register either with the MPEDA or with the Department of

Fisheries. The fishing vessels need to obtain fishing license from the

department which needs to be renewed every year. In order to safeguard the

interests of fishermen and to conserve the fishery wealth, registration scheme

was discontinued for preventing entry of new fishing vessels in the fishing

fleet. As a consequence, the number of unregistered and unlicensed vessel had

grown size-ably. Govt of Kerala decided to grant registration and fishing

license to all fishing vessels operating permissible gears. However,

verification and manual issuance of registration and fishing license certificate

to these many applicants was difficult.

FISHNET is an e-Governance portal-cum-web based workflow based application

developed by NIC for the Fisheries Department. The project components include

knowledge based portal with online site administration facility, application

system for registration and licensing of fishing vessels, etc. The major

advantage of the system is its role in ensuring coastal security. The

application helps to check and track suspicious vessels in Indian waters, by

providing instant information of specified vessel.
