Personnel and Payroll Management System using SPARK -- Service and Payroll

Administrative Repository for Kerala is an integrated web-based personnel,

payroll and accounts information system, implemented across all the Government

offices in Kerala. The system has been developed with a view to cater to the

administration, payroll and other finance-related activities of State government

establishments. Every employee is armed with a unique Permanent Employee Number

(PEN), and the centralized system helps the departments to get details of any

employee immediately. Besides ensuring transparency and adherence to compliance

standards, the changes made through one module reflects in all related areas of

activity. At the end of the month, accuracy of payments is guaranteed and

ensured.

The system has ensured that the entire Service Book of each employee is

digitized, Activity driven procedure linked updating of data takes place and

online transfer request processes are also incorporated. Prior to the

deployment, only the government departments, the AG's office and the treasury

were connected.

Using SPARK, the top management of the government, auditors, planners,

secretariat departments, and other individuals are brought under a common

umbrella — all powered by two Web servers, two database servers (IBM X Series),

and a SAN box. The implementation carried out by the Government of Kerala, has

the Kerala State IT Mission as its implementation partner.
