The jury meet is the last and most important step in the Best IT
Implementation awards process, because this is when the winners get decided. The
PCQuest team spends many months auditing the projects. They study the projects
in detail, meet respective project heads to clarify their doubts, and see the IT
deployments in action. Some projects get dropped here itself due to several
reasons-project head not available, implementation not complete, etc. After
that, the team studies the final list of audited projects and arrives at a list
that would be presented to the jury. After this, the jury takes over and
determines the winning projects.

The jury meet is always very interesting, because the jury members have ample
experience to catch the pulse of each project. They spend half a day, during
which the PCQuest team presents their projects to the jury and provides them
with all the facts and figures. Detailed audit forms for each project are also
shared with all jury members during this interaction. The selection criteria
followed by previous years' jury members is also suggested to them, and the jury
is free to decide whether to use it or follow a completely different criteria.
In fact, there's no stipulation even on the number of awards to be given. The
jury decides on the number of winners to be awarded.
The process
The PCQuest team
presents each project to the jury panel. One person in the PCQuest team is
identified as the 'advocate' for each project. This is the person who
researches this project in detail. This research includes the audit form
that is filled up, interviews with the project team, and visits to see the
project in action. It also includes interviews with beneficiaries and other
participants in the project and research of other published material.
Members of the jury ask the PCQuest team further questions on each project.
This information is provided from the audit report that the project
implementers have filled up or from in-depth discussions that the advocate
has had with the implementers. Finally, after all the projects have been
presented, the jury decides the winning projects. Here, the PCQuest team
does not participate in the jury's deliberations. |
The jury comprises of eminent personalities from the IT industry. This time,
there were seven members in our jury panel, with representation from IT users,
IT vendors, media, govt, and a project management organization. We take special
care to ensure that those who have their projects in the running are not on the
jury. And with nearly 230 projects in the running, that can become a difficult
task. The IT industry itself had many projects in the running. So, we were
indeed extremely lucky to get a very experienced jury to judge the projects this
year. We also clearly state to the jury that in case there's a conflict of
interest, wherein any of the jury members has been involved in any of the
projects in any way, then that jury member must withdraw from the discussion for
that project.
