Rajasthan state Government was looking towards increasing IT penetration in
rural areas and enhancing the reach of e-governance. Their main goal was to make
all government services accessible to the common man within his locality,
through common service delivery outlets and ensure efficiency, transparency and
reliability of such services at affordable costs to realize the basic needs of a
common man. Their was an urgent need to create a rural IT infrastructure that is
able to create an enabling environment for IT & ITeS in the rural areas. It is
against the above background that the setting up of e-Vikas Kendras alias Bharat
Nirman Rajiv Gandhi Seva Kendra at Panchayat Samiti level was proposed by DoIT
&C.
Under this proposal, a building which has the latest IT infrastructure was to be
built across all 237 Block Head Quarters in the State . The main components of
the building were fully computerized reception center, computer center with LAN
and work station, video conference room which can also be used for rural tele—medicine/
tele—agriculture and conference/meeting hall connected to EDUSAT/ GRAMSAT where
villagers can sit and watch programs and interact with the central studio. State
government is constantly trying to get into more depth by studying more aspects
in which this initiative can be implemented.
