Government of Rajasthan : Online BPL Census for Rural Areas

Just like Census, Dept. of Rural Development does identification of

households living below poverty line at an interval of every 5 years. The

process is known as BPL census. The dept. had to survey all rural households,

which turned out to be more than 92 lacs for the state of Rajasthan. And details

of over 4 crore rural citizens was to be captured. With the advent of new

technology like Web app, this could be implemented easily, but with a lower

penetration of ICT in rural areas especially in Rajasthan, it was not an easy

task. So Govt. of Rajasthan with NIC decided to capture the details of each

family using OMR/OCR technology

A form was designed to capture the details of a family in one A4 duplex

sheet. Each form had a unique serial number so that each family could be

identified with a unique serial number. This also enabled identification of each

citizen with a unique number, ie combination of the family's serial no. and of

the family member. A portal (bpl2002.raj.nic.in) for project mgmt was setup

which later on turned into a single window for BPL-related tasks. Also a Web app

was built to capture online updates and through this it was possible to capture

audit trail of each and every operation on the database. It carries two level

authentications and provided numerous MIS reports for all tiers of

administration.
