Govt. of Bihar's - E-Shakti Project

The Problem: MNREGA is a job guarantee scheme which pledges hundred days of unskilled labour to an unemployed member from every rural household and was implemented by the Govt of India in Feb '06. Bihar was facing the problem of lacklustre data collection in the naxal affected and remote areas and lack of proper work measurement in MNREGA. In order to identify and benefit the 2.5 crore BPL inhabitants in the state, Bihar Govt implemented 'E-Shakti'.

The Solution: The project begins with an awareness camp, where people are informed about the benefits of MNREGA, followed by data collection of genuine BPL recipients to prepare a biometric database of every MNREGA recipient in Bihar. The recipients are then issued a tamper proof smartcard, which carries his/her personal details, including wages earned, etc.

To monitor attendance, a hand-held data capturing device is issued to Gram Panchayats to carry out work estimation on the site. The attendance data on the hand-held device can't be meddled and is daily updated on the centralized server where it gets processed for the wage calculations. The wage is then transferred to the recipient's E-Shakti bank account.

The Result: E-Shakti has implemented MNREGA sincerely by guaranteeing employment to poor and giving them banking facilities at zero balance. It has made the Govt immensely popular in rural areas.
