The project eliminates aberrations , malpractices, reduction in procurement

process' in the existing procedure. HCL Infosystems implemented eProcurement

System on Indian Railways covering 16 Zonal Railways & 6 production units along

with CRlS, www.ireps.gov.in was launched in Aug. 2008. The offerings stack

includes e-Requisition, e-Tendering, e-Auction, e-Contract Management,

e-Shipment Planning and Monitoring System, e-Receipt and Issuance, e-Payments

etc. It provides secure and transparent platform for publication of tenders by

buyer and on line bidding by vendors. The site provides a secure platform to

users for online transactions for procurement. Railway users can upload their

tender documents and can open tenders online. Vendors can access the tender

documents through this site and submit their bids online duly encrypted at their

end. IREPS site is being used extensively for procurement of materials by all 16

zonal Railways offices and 6 production units. More than 80,000 tenders have

been uploaded by various offices till date. Presently more than 10,000 tenders

per month are being uploaded by Railways. Benefits observed are reduced

procurement time cycle and efficiency, reduction in tabulation time from 23 days

to instantaneous with tender opening, reduced time for dispatch of tender

documents, technical scrutiny etc. by 50%.
