Software development and development tools have come a long way since Cobol Level III first won in this category in 1989. Visual Basic has been winning in this category since 1998, and this year is no different. Oracle comes second, followed by Java like last year. But Delphi and Visual C ++, which got UPIs of 34 ad 24 respectively last year, don't make the grade this year.
