Xara Webstyle 3

This is a web-graphic components design tool targeted towards home users and professional Web designers. It has templates (over 1000 editable templates) for designing navigation bars, theme sets, logos, banner ads, buttons and photos. The interface is simple and has control options that help in designing the components. The tool can import GIF, JPEG and PNG files for modification. 

The navigation bars, that include Java Script rollovers, come with an extra option of adding DHTML menus.
