Shorts ad revenue sharing will begin accruing on the date you accept if accepted after February 1, 2023. YouTube has made it abundantly clear that the terms and conditions must be accepted by all channel creators.

"It is essential for all partners to review and comprehend the new terms of the YouTube Partner Program." In the blog post, YouTube stated, "To join or remain in YPP, you must acknowledge the Base Terms."

Acceptance of the Shorts Monetization Module and Base Terms is necessary for monetization partners to begin earning advertising revenue from their Shorts views.

"Until you do so, you will not be able to earn from Shorts Feed ads." Shorts ad revenue sharing is not available for views gained prior to accepting the Shorts Monetization Module,” YouTube added in the blog post.

In addition, YouTube stated that all monetizing partners will have until July 10, 2023 to review and accept new terms in order to continue participating in the YouTube Partner Program and earning revenue from YouTube.

“Your monetisation agreement will be terminated and your channel will be removed from the YouTube Partner Program if you do not accept at least the Base Terms by that date. You'll need to requalify and reapply to join again after that, YouTube warned in the blog post.
